Fake Ids: Green cards and fake id are a growing problem

March 29, 2007

For illegal immigrants, green cards are like gold. They mark the difference between freedom and security versus deportation. So when the real thing is unobtainable, a forged resident alien card is pretty tempting. Coupled with fake i.d, it’s the next best thing.

Issued by the US Immigration and naturalization Service, green cards are necessary for citizens of other countries to live and work as permanent residents of the US. So long as   an employer sees what appears to be valid identification and a valid green card, that employer can hire an immigrant. Employers can only be prosecuted if they know an employee to be illegal. They are not expected to identify false i.d. or counterfeit green cards. Meanwhile, the cards can be had for as little as $40 on the streets.

Recently two Indianapolis “card mills” aimed at targeting Hispanics were shut down. The dramatic increase in manufacture and availability of the counterfeit cards indicates that Mexican workers are headed to Indianapolis for jobs. And they appear to be from inner villages deep within Mexico, which also suggests that the word is spreading far and wide.

Even unskilled workers can earn $8 an hour here in the US, which is substantially more than many Mexicans can earn at home. In addition, having a job can lead to eventual permanent status if the employer files a petition. Getting a foot in the door, even with illegal documentation, is worth the risk to many.

In 1986 Federal law was changed to require that all employers verify legal status in the US before hiring an employee. That change put a significant crimp in the illegal work force’s style. If immigrants could not present a green card, they could not work. That is when the counterfeit market saw its boom.

The two mills in Indianapolis were discovered quite by coincidence, not due to any investigation. Far more common are such operations in border areas; just three years ago 2.2  million phony i.d. and green cards were seized in a California raid.

Of the recent discoveries, local police said they were the first of their type found in Indianapolis, though they were not surprised. Some suggest simply raising the limits on legitimate green cards to eliminate the problem. Others feel that there is far too much immigration as it is.

None of this will likely go on much longer, however, as the INS has already implemented a 10 year validity/renewal program for green cards, and a physically more complex and encoded green card is on the way soon. No doubt those who need to will work around the next glitch somehow.

Fake Ids: Doctor sued for taking a Fake ID

March 15, 2007

Some Texas physicians who provide abortions might be contemplating an in-office display of the “We Card Hard” sign often found in stores that sell alcohol and tobacco.

…. In what’s believed to be the first lawsuit of its kind, a Texas patient who presented a fake ID and the patient’s father were allowed to go forward with a civil lawsuit against a physician who gave the girl an abortion without contacting her parents.

Cherise Mosley Hughes first came into the clinic where Houston general practice physician Douglas Karpen, DO, works in the summer of 2000. She didn’t have an ID, so the office staff turned her away, court records said. She later returned with an ID that said she was 18. It was not government-issued but did contain a birth date and Social Security number.

Dr. Karpen said he didn’t contact Mosley Hughes’ parents because he had no reason to believe the girl was younger than 18.

….

Now married and a mother of two, Mosley Hughes, along with her father, sued Dr. Karpen and the Aaron Women’s Medical Center in Houston. They argued that the ID was obviously fake and that the doctor should have seen through it.

Thirty Six Factory Workers busted with fake ids

March 15, 2007

A day after 36 Mishawaka factory workers were arrested in a federal immigration raid, there are new questions about how some of them were able to get their jobs.

Investigators suspect some of those workers may have used fake documents. That stems from another arrest three weeks ago at the Janco Composites plant, where a worker was accused of using a fake Social Security card to get her job.

Her case is just one example of something police call one of their most rapidly growing problems.

“(Fake ID cards) are easy to come by. For $40-60, you can buy a Social Security card on the street. For about $200-300, you can buy a resident alien card or whatever legal documents you may need,” said Detective Crystal Garcia of the Elkhart Police Department.

It’s a growing problem. Illegal immigrants used to just make fake documents, with fake numbers, alter their children’s valid cards or name their newborn after themselves, and use that legal card.

But Garcia says that won’t work anymore.

“Now, since the employers are verifying the Social Security numbers, they’re purchasing legal documents that actually belong to somebody,” she said.

We hit the streets in Elkhart to find out how easy it is to do that. While many we spoke with said they knew it was happening, most said it’s not a local problem. They claim you need to go to Chicago.

But Garcia says there are so many cases in Elkhart alone, she’s working them full time.

“It’s a hot commodity on the streets right now. Then they get car loans, house loans under that false identity. So it is a growing problem.”

A problem police hope to stop before it gets any worse.

This new trend of purchasing legal documents has made it much harder for employers to spot fakes and it’s also caused a big spike in identity theft cases, so police say it’s important to protect yourself.

Make sure you shred any sensitive documents — especially those with your Social Security number on them and don’t give your Social Security number out to anyone you don’t trust.

If you suspect your identity has been stolen or you run across what you believe to be a forged document, call your local police department.
